I PRESIDENT TRUMP’s 28-POINT UKRAINE-RUSSIA PEACE PLAN
Ukrainian and U.S. officials say they have made good progress in talks about President Donald Trump’s 28-point peace plan to end the war between Ukraine and Russia. President Trump has given Ukraine a deadline of Thursday to agree with the plan. Under the proposal, Ukraine would give up territory, shrink its army, and forgo certain weapon systems, including long-range missiles. It would also amend its constitution to block future NATO membership. In return, the U.S. would provide security guarantees to defend it against future Russian aggression, while also receiving compensation for providing that guarantee. For Russia, the plan includes phased reintegration into the global economy, potential case-by-case lifting of sanctions, rejoining the G8, and a long-term economic cooperation agreement with the U.S. focused on resource extraction and AI development. Russia will also relinquish other territories it controls outside the regions granted to it under the agreement.

I MEASLES SPREAD THREATENS U.S. “ELIMINATION” STATUS
The World Health Organization (WHO) is considering ending the U.S.’s designation as a country that has eliminated measles. The virus has continued to spread, especially in the Southwest, since emerging in Texas last January. WHO revokes elimination status after 12 months of ongoing transmission. As of November 13, the Centers for Disease Control (CDC) has confirmed 1,723 measles cases nationwide, with 87% linked to a record 45 outbreaks. Roughly 92% of this year’s cases occurred among people who are unvaccinated or have an unknown vaccination status.

I FEDERAL JUDGE HALTS NATIONAL GUARD DEPLOYMENT TO D.C.
The federal government is expected to appeal a district court ruling that found the Trump administration’s deployment of the National Guard to Washington, D.C. illegal. The judge concluded that President Trump lacks the authority to send in troops “for the deterrence of crime.” In the 61-page opinion, the judge wrote: “The Court rejects Defendants’ fly-by assertion of constitutional power, finding that such a broad reading of the President’s Article II authority would erase Congress’s role in governing the District and its National Guard.” The decision is on hold until December 11 to allow the administration time to appeal.

I BUREAU OF LABOR STATISTICS CANCELS OCTOBER INFLATION REPORT
The Bureau of Labor Statistics (BLS) will not release an update to the consumer price index (CPI) for October, citing its inability to retroactively obtain data that would typically have been gathered during the record-long government shutdown. As a result, the Federal Reserve won’t have new federal employment or inflation figures as it weighs whether to cut interest rates at its final meeting of the year on December 9-10. The Federal Reserve will still have access to private-sector data and the employment cost index, but it traditionally relies heavily on jobs numbers and CPI data.

I NEW OFFSHORE DRILLING PLAN APPROVED
The Trump administration is preparing to open more than 1 billion acres of U.S. coastal waters to oil and gas drilling. The Interior Department’s plan calls for up to 34 lease sales in federal waters—an area more than half the size of the entire country. California Governor Gavin Newsom has vowed to oppose any move to open the state’s coastal waters to drilling. At the same time, Senator Rick Scott (R-FL) has introduced legislation that would prohibit drilling off Florida’s coast.
